J E Vincent was a dealer in locomotives who sold this tiny 6-wheeler to C L Gray and Brother. Locobase can't pinpoint where that company was, but can say that the 3's next and last owner was Elizabeth City Lumber Company of Elizabeth City, North Carolina.
