Based in Charlotte Hall, Maryland, the WP&LP was only the latest incarnation of this railroad, which was originally chartered as the Southern Maryland Railroad in 1869. The two citations above give the details of the complicated history of the railroad, which gained its name in 1917. At the time, the line was on the verge of abandonment, but local farmers combined to buy the line.

It was during this period that the WB&LP bought this small Mogul. After about fifteen years in service, the 5 was sold to the Hoosac Tunnel & Wilmington in August 1938, where it operated until it scrapped in 1949.
