Data from Baldwin Locomotive Works Specification for Engines as digitized by the DeGolyer Library of Southern Methodist University Vol 28, p 293. See the entry at the Rail Georgia Railroad History website at . Works number was 28877 in August 1906.

Georgia short line GM set up in 1906, its core much of the foreclosed property of the narrow-gauge Gainesville, Jefferson & Southern; its trackage connected Gainesville, Jefferson, and Monroe. The Rail Georgia account tells us that until 1908, the only standard-gauge portion of the system was the 19 southernmost miles built in 1906 from Jefferson to the Seaboard Air Line connection at Fowler Junction, 2 miles outside of Athens.

Probably because of delays in constructing the standard-gauge section, the first 100 produced in April 1906 was sent to the New Mexico Midland (See Locobase 12957). The spec for the order stated that the locomotive "....must draw 155 to 170 tons of 2000 lbs. of cars an dloading up a grade of 3% in conjunction with 14-degree curve [269-ft curve radius] at 8 to 10 miles per hour, or 450 tons on level track at 50 miles per hour."
